In this icon the Holy Forefather Moses is shown recieving the ten commandments and the burning bush is depicted in the lower left, hence the shoes are shown removed, "Do not come any closer," God said. "Take off your sandals, for the place where you are standing is holy ground." Exodus 3:5
Our holy forefather and prophet Moses was God's chosen instrument to lead the Hebrews out of captivity. He was chosen from birth and became an adopted son of Pharaoh, only later to be called by God to bring forth the great exodus. Moses, in the desert, was called through his encounter with the Burning Bush, which, as Orthodox, we know to be a type and symbol of the Mother of God.
